Download link is fixed (I'm going to release the latest version in a few days here on zeta-games, just waiting for the official release date from the scummvm development team, version will be 0.11.1 then).

I've put up a zip with the libraries used in scummvm (also libmad) just a sec ago ... grab it at http://zeta-games.com/remository/view-details/3-libraries/91-scummvm-libraries.html

just unzip it somewhere and grab the needed lib and copy it to your local lib folder.
